How we help with buying property in saudi arabia for foreigners

Since 22 January 2026 the Non-Saudi Real Estate Ownership Law allows non-Saudi individuals, residents and non-residents alike, as well as foreign companies and funds, to own property in approved geographic zones of the Kingdom, with special rules for Mecca and Medina. The opportunity is real, but so are the conditions: the right category of buyer, a property inside an approved zone, the correct ownership structure, registration on the Saudi Real Estate portal, the transaction tax, and ongoing obligations after purchase.

We guide non-Saudi buyers through every step, from confirming eligibility before any deposit is paid to the electronic transfer of the deed into your name, and we run full due diligence on the property itself so you buy with certainty. We also advise owners who qualify for Premium Residency through real estate.

Eligibility & Zone Check

Which buyer category you fall under (resident, non-resident, company, fund) and whether the specific property sits inside an approved zone and within the permitted foreign-ownership ratio.

Ownership Structuring

Freehold, long-term usufruct or other real rights, in your name or through a Saudi-registered company, chosen for tax, succession and resale.

Saudi Real Estate Portal Application

Registration, document preparation (residency ID or passport, commercial and investment registration for companies), the automated zone verification and payment of the prescribed consideration.

Property Due Diligence

Deed verification, mortgages, seizures, heirs, planning and fees, so a permitted purchase is also a safe one.

Contract, Tax & Transfer

Bilingual sale agreement, deposit protection, Real Estate Transaction Tax registration and the electronic transfer of the deed on Najiz.

Premium Residency Through Property

Assessing whether your purchase qualifies you for Premium Residency (unmortgaged residential property of at least SAR 4 million) and handling the application.

Frequently Asked Questions

Yes. The Non-Saudi Real Estate Ownership Law, in force since 22 January 2026, allows non-Saudi individuals (resident or not) and non-Saudi companies and funds to own real estate and other real rights inside the geographic zones approved by the Real Estate General Authority. Ownership outside those zones, and in Mecca and Medina, is restricted or subject to special conditions.

No. Non-resident individuals abroad may also own, although the conditions and the financial consideration differ from those for residents. Premium Residency holders enjoy the widest options. We confirm which category applies to you and what it allows before you commit.

Only within the special provisions the law sets for the two holy cities, which are stricter than elsewhere and tied to specific cases and approvals, some of them limited to Muslim individuals. Marketing claims that ownership is open everywhere are not accurate; the zone check comes first.

The disposal is subject to the Real Estate Transaction Tax of up to 5% of the value, registered with ZATCA before transfer, plus any financial consideration prescribed for certain ownership categories under the law and its regulations, and the usual brokerage and documentation costs. We state in the contract who bears each item.

Ownership itself does not grant residency, but owning an unmortgaged residential property worth at least SAR 4 million can qualify you for the Premium Residency real estate owner track, which we can handle alongside the purchase. See our article on Premium Residency for property owners.

Using the property for its licensed purpose, keeping your data updated on the portal, and complying with the ownership ratio and zone rules. Violations carry significant fines, and circumvention such as nominee ownership can lead to forced sale. We set these out for you at closing.

In most cases yes. With a duly attested power of attorney we can submit the application, sign the sale agreement and complete the electronic transfer on your behalf. Some steps, such as bank account opening, may require your presence depending on the bank.

Foreign residents with a valid residency and stable income can obtain real estate financing from several Saudi banks and finance companies, subject to each lender's criteria. Financing for non-residents is far more limited and usually requires a local income source or substantial equity. The financed property is registered with a mortgage in the lender's favour, which also matters for the Premium Residency property track, where the property must be unmortgaged. We coordinate the financing conditions with the purchase.

You may use the property only for the purpose it was registered for; a residential property can generally be let as a residence, while using it for a different licensed purpose requires approval. Resale is permitted, and a foreign buyer of your property must themselves be eligible and within the zone's ratio, which affects the pool of buyers. Some categories carry holding periods or conditions. We confirm the use and resale rules for your specific property before you buy.
